Update of tariffs for balance top-up in PAYSTO

Tariff plans for balance top-up are optimized with the introduction of automatic selection based on the amount. Six dynamic tariff plans are implemented (e.g., up to 30,000 RUB - 2.4%; over 1,000,000 RUB - 1.2%). Commissions are reduced by an average of 10%.
