New LinkCharge: Functional and Tariff Update.

Planned update for LinkCharge. Preliminary changes: new tariff of 5% (previously 6.3%), no VAT by default, ""VAT+"" plan restriction from November 1, 2014. Update expected by the end of July 2014.
