Tariff Assignment Algorithm Changed and Non-resident Support Improved

The algorithm for assigning a tariff upon registration has been changed: it is now determined by the country and client type. The currency exchange rates bot has been updated to actualize data. In the profile of a non-resident legal entity, the country display error has been fixed. Changes related to the withdrawal process for non-residents have been introduced. Now, it is forbidden to change hidden tariffs, and the zero second tariff is not displayed in the settings.
